«L’attribution de la présidence de la République à un membre de la communauté maronite doit être regardée non seulement comme une règle de droit constitutionnel (ce qu’elle n’est pas véritablement) ou une exigence du Pacte National, mais comme la condition à l’existence du Liban en tant qu’Etat indépendant et souverain. Si le Liban, dans le monde arabe, est la partie des minorités, il faut qu’il soit gouverné par un minoritaire, quel que soit le nombre des membres de sa communauté. Il y a là un mécanisme qui participe d’une politique de protection des minorités d’Orient, d’où son caractère hautement stratégique. Le principat maronite, comme on pourrait appeler une telle situation, n’est donc pas un privilège accordé aux maronites, comme on le déclare quelquefois, mais un gage mis entre leurs mains par la communauté majoritaire au plan régional, en garantie de l’indépendance du pays contre les visées expansionnistes et unionistes (et il y en a) des autres pays de la région. La nuance est importante : un privilège comporte des avantages à son bénéficiaire aux dépens d’autres parties, un gage sert à assurer à son détenteur la sauvegarde de ses droit ».
