إن سمة الديمقراطية الأساسية، تداول السلطة، عبر انتخابات حرة. وإذا كان من الأهمية بمكان، اعتماد قانون انتخابي، يؤمن صحة التمثيل، ويرسخ العلاقة بين الناخب وممثله ويكفل إيصال خيارات الشعب وتطلعاته. فالأهم قبولنا بنتائج هذه الانتخابات، واحترامنا للإرادة الشعبية

The Electoral Law. The reform and systematization of political life in Lebanon require the adoption of a modern electoral law (in which proportional representation may be one of its effective variations) that guarantees the accuracy and equity of popular representation and contributes in accomplishing the following items:

إن جناح لبنان الثاني، يلتفت إلينا اليوم، يحدوه الأمل في أن يرى وطنه الأم، وقد تعملق من جديد، من هنا، علينا الاعتراف بحقوق المغتربين، والمضي قدماً في الإجراءات الآيلة إلى تعزيز التصاقهم، وتداخلهم بالوطن، والاستعانة بقدراتهم وتوظيفها، حتى لا يبقوا في غربة عن الوطن. إنهم الأحق بالجنسية اللبنانية من الذين حصلوا عليها من دون وجه حق.


Secure the required means for enabling the expatriate Lebanese to exercise their voting rights. We demand the Government and Parliament to commit to the shortest possible deadline to enact the required electoral law.

إن التزامنا مواثيق الأمم المتحدة، واحترامنا لقراراتها، يعود لقناعتنا الراسخة بالشرعية الدولية المستمدة من مبادئ الحق والعدالة، وإذ نؤكد مساهمتنا في قيام المحكمة الدولية الخاصة، بجريمة اغتيال الرئيس الشهيد رفيق الحريري ورفاقه، وما تلا من اغتيالات، فذلك تبيان للحق، وإحقاق للعدالة.

Therefore, to the extent that we condemn the assassination of His Excellency the martyr President Rafik Hariri and all assassinations and assassination attempts that preceded and followed it leading to the assassination of MP Gibran Tueni, we emphasize the importance of proceeding forward with the investigation according to the officially-approved mechanisms in order to uncover the truth, which is an issue that cannot be subjected to any compromise because it is a required condition to achieve justice and serve it against the criminals, as well as to bring an end to the cycle of murder and bombings.

إن نشوء المقاومة، كان حاجة في ظل تفكك الدولة، واستمرارها كان في التفاف الشعب حولها، وفي احتضان الدولة كياناً وجيشاً لها، ونجاحها في إخراج المحتل، يعود إلى بسالة رجالها، وعظمة شهدائها، إلا أن بقاء مزارع شبعا تحت الاحتلال، ومواصلة العدو الاسرائيلي لتهديداته وخروقاته للسيادة، يحتم علينا إستراتيجية دفاعية تحمي الوطن، متلازماً مع حوار هادئ، للاستفادة من طاقات المقاومة، خدمة لهذه الإستراتيجية.

The first bound is the reliance on justifications that meet a national consensus for keeping the weapons, which would constitute a source of strength for Lebanon and the Lebanese people, and the other bound is the definition of objective conditions that would lead to a cessation of the reasons and justifications for keeping those weapons. Since Israel occupies the Shebaa Farms, imprisons Lebanese resistance members and threatens Lebanon, the Lebanese people should assume their responsibilities and share the burden of protecting Lebanon, safeguarding its existence and security and protecting its independence and sovereignty by:


A- Liberating the Shebaa Farms from the Israeli occupation.
B- Liberating the Lebanese prisoners from Israeli prisons.
C- Protecting Lebanon from Israeli threats through a national dialogue leading to the formulation of a national defense strategy over which the Lebanese agree to and subscribe to by assuming its burdens and benefiting from its outcomes.

وفي هذا السياق، يأتي العمل الدؤوب، لإطلاق الأسرى والمعتقلين، وكشف مصير المفقودين،


C- Demand the Syrian State to fully cooperate with the Lebanese State in order to uncover the fate of the Lebanese detainees in Syrian prisons in the absence of provocation, tension and negativity that would hinder a positive resolution to this file.

واستعادة أبنائنا الذين لجأوا إلى إسرائيل، فحضن الوطن، يتّسع للجميع .

The Lebanese in Israel. Whereas both sides are convinced that the presence of Lebanese citizens in their homeland is better than their presence in enemy territory, a resolution of the question of the Lebanese residing in Israel requires a speedy action to ensure their return to their country while taking in consideration all the political, security and livelihood circumstances surrounding the matter. On this basis, we issue a call to them to promptly return to their country

قد حرص لبنان، ويحرص دائماً، على تقوية الأواصر التي تربطه بأشقائه العرب، من هنا، فإننا ننظر بشدة، إلى أخوّة في العلاقات بين لبنان وسوريا، ضمن الاحترام المتبادل، لسيادة وحدود كل بلد، وعلاقات دبلوماسية تعود بالخير لكل منهما.

B- Delineate the borders between Lebanon and Syria, while eliminating the tensions that could break down the process, as both Lebanon and Syria have a long-standing need to complete this process as part of an agreement by the two countries.

D- Establish diplomatic relations between the two countries and provide appropriate conditions for them, which would move the relation from one between individuals and groups to one between institutions in order to secure their permanence and constancy.

إن رفضنا القاطع للتوطين، لا يعني رفضاً لاستضافة الأخوة الفلسطينيين، والاهتمام بحقوقهم الانسانية، بل تأسيساً لحق العودة حتى قيام الدولة القابلة للحياة.

B- The Right of Return of the Palestinians is a fundamental and permanent right, and the rejection of the settling of Palestinian refugees in Lebanon is an issue that has the consensus of the Lebanese people and cannot be conceded under any circumstance.

كما أن استقلال السلطة القضائية، يكرّس العدالة، وهي مناخ يشكّل ملاذاً لكل صاحب حق، ويوفّر انتظاماً عاماً لجميع مرافق الدولة، وليس فقط للفصل بين المتقاضين، فالأيادي البيضاء، سمة العدل، والعدل أساس الملك


A- Adopt the standards of justice, equality, parity, merit and integrity.

B- An equitable and impartial judiciary is the essential condition for creating a State of rights,laws and institutions, which is based on:

ولا بدّ لنا من إيلاء موضوع استكمال عودة المهجرين، كل اهتمام لطي هذا الملف بصورة نهائية.

turn the page of the past and have global national reconciliation, all the outstanding files of the war must be closed. The file of the missing in the war requires a stance of responsibility to end this anomalous situation and put the parents’ minds at ease.

اما بالنسبة الى قانون الانتخاب، فكنا نشدد على ضرورة اعتماد القضاء، وايجاد قانون انتخاب عادل، وهذا ما حصلنا عليه، كنا نفضل ان نتساعد لتمثيل مسيحي اوسع وخصوصا في منطقة بعلبك – الهرمل، وفي منطقة دير الاحمر، وكذلك في منطقتي حاصبيا ومرجعيون، ولكن ما حصل خطوة اولى لتحسين الوضع، والمعارضة بما فيها الطرف المسيحي لم تتجاوب معنا ولم تساعد حتى يكون التمثيل المسيحي افضل. ونأمل في ان ينتقل المقعد الماروني في طرابلس الى منطقة اخرى لتحقيق تمثيل ماروني اشمل، وسنقوم بما في وسعنا في مجلس النواب لدى درس القانون لتحسين الوضع المسيحي قدر المستطاع.
كان طرحنا اكثر تطوراً، كنا نريد اصلاحات اوسع، وتمثيلا مسيحياً اشمل. وتشبث المعارضة بالجنوب والبقاع اعاق المطالب لتحسين الموقع المسيحي في المجلس النيابي".ـ

AG says that the opposition, or GMA's allies in AG's mind, is hijacking the Christian seats in the South.

A bit of research shows us the following:
There are 64 Christian seats distributed all over Lebanon.
The current electoral law allows the Christian votes to be effective in:

* Bcharre: 2 seats
* Zgharta: 3 seats
* Koura: 3 seats
* Batroun: 2 seats
* Jbeil: 2 Christian seats + 1 Chi3ite seat
* Kesrouan: 5 seats
* Metn: 8 seats
* Baabda: 3 christian seats + 2 Chi3ite seats + 1 Druze
* Jezzine: 3 seats
* Zahleh: 5 Christian seats + 1 chi3ite + 1 Sunnite
* Beirut 1: 5 Christian seats
* Beirut 2: 2 Christian seats + 1 Chi3ite + 1 Sunnite

This gives us a total of: 43 Christian seats and 8 non Christian seats.

64 - 43 = 21 Christian seats left in electoral districts where the Christian votes are inefficient:

* 3 in Akkar
* 2 in Tripoli
* 3 in Beirut III
* 3 in Aley
* 4 in Chouf
* 1 in Saida
* 2 in West Bekaa
* 1 in Marje3youn-Hasbaya
* 1 in Baalbeck
* 1 in Hermel


With the new electoral law, there are 18 Christian seats elected mainly by PSP and FM voters, yet Amine Gemayel complains about 3 Christian seats elected by Chi3a voters, even though the Christians can effect the election of 5 Chi3ite MPs in other regions.

Amine Gemayel and co, you can fool some of the people all of the time, and all of the people some of the time, but you can not fool all of the people all of the time.

ثمن شهادة الشهداء!

إن اللبنانيين في شتى أصقاع الدنيا أصابهم الاحباط جرّاء هذا التلاعب المستمر في مصير وطنهم ولن يلبثوا أن يفقدوا كل أملٍ يشيِّعُه السياسيون.. والحل بات أحجية استعصت على أفئدتهم فعَقَلت عقولَهم وأقعدتهم في دوائر طبشورية يستعملها المشعوزون؛ وكأنما البلاد قد خلت من كل أيمان أو ولاء أو انتماء على حدٍ سواء..
ألا بئسَ المصير إن كنّا، على أيديهم، في الفرَج آملين!
كلُّ حلٍّ، جيئَ به إلى الان، ارتبط بغاية واستُعمل وسيلة لتحقيق أهداف صاحبه.. فالغرب غربٌ والشرقٌ شرقٌ ولبنان، سياسيّوه توزعوه فيما بينهم وإلى أيدي الغرباء سلموه..
تِعْساً لهم من سياسيين وسقياً لأيامٍ كان لنا في الوطن رجالٌ نجلُّ ونعظِّم وللوطن مقدِّسين..
أيها القوم، من أنفسكم، ألا تخجلون؟

حتى شهداء لبنان لم يعد لهم ذكرى!
هل بذل الجدود والأباء دماءَهم من أجل أن يسلموا الوطن إلى أيدي أفّـاكي الأمم!
هل ضحى جنبلاط وبشير والمفتي ومعوص واللوزي وطه وأبو الحن ومئات غيرهم من إلاّ دفاعاً عن استقلال لبنان!
هل اغتيل الحريري والقصير والحاوي والتويني وبيار وعيدو وغيرهم من أجل رفع أصابع راية النصر من على القمم والروابي وفوق تمثال الشهداء!
هل أهدِرَ دم آلاف شهداء لبنان، في الجنوب والشمال والبقاع والجبل والساحل، من أجل اقتسام لبنان بين دخيل وغريب
أو بين مسيحي ومسلم!
في أيِّ شرعٍ أو شريعة أو ميثاق، يُساقُ الوطن بغرائز المنتفعين؟

اضراب النقابات وليس العمال!
النقابات العماليَّة،
لم نراهم يوماً يتظاهرون من أجل فك قيد عمل الحكومة أو الاحتجاج على الاعتصام الذي يُقْعِدُ ويعيق الاقتصاد ويشرد العمّال.. لم نراهم يوماً يطالبون بطرد العمال الأجانب، بخاصة السوريين، الذين يأكلون خبزَ أولادهم ويُخفِضون أجورهم.. بل لم نراهم يوماً يتظاهرون أو يحتجون على مَن تتسبب أو يتسبب بكساد نتائجهم ويُفسِد محاصيلهم ويمنع تسويقها..
وهؤلاء الأشاوس، قادة نقابات عمال لبنان، نسأل: أين أنتم ممَن يعطل قيام دولتكم وهل بتُّم على خرابها تتحدون؟
عمّال لبنان،
إن كنتم فعلاً عمال لبنان، عليكم الانتفاض والتظاهر ضد السياسيين الذين أوصلوكم إلى هذا الدرك وليس المساهمة مع من يدعي قياداتكم.. فهؤلاء، كما باعوكم بالأمس لمصالح الأغيار هم اليوم يبيعونكم لمصالحهم الخاصة.. فقط انظروا حواليكم وانتفضوا عليهم وحافظوا على دولتكم كي تتمكن من المحافظة عليكم!
يطالبونكم بإسقاط الحكومة! حسناً... ماذا بعد؟ هل هم من سيتولون حماية مصالحكم وكيف؟ اسألو أنفسكم إن كنتم تفكرون!
